仪器仪表制造企业相关方全链条安全管控体系构建与专项整治实践研究
Construction of a Full-Chain Safety Control System for External Parties in Instrument Manufacturing Enterprises and Practice of Special Rectification
摘要: 仪器仪表制造厂区涵盖机械加工、装配、氨分解、热处理、危险化学品库房和成套设备试验场等多类作业区域。生产经营过程中,施工、维保、劳务、租赁、物资供应以及临时参观实习等外部相关方长期进入厂区,涉及高处、动火、有限空间、吊装等高风险作业,人员违章与责任界面不清成为安全管理的突出短板。本文以笔者牵头实施的单厂区相关方安全专项整治为案例,采用现场排查、管理台账统计、案例复盘和制度对标等方法,分析相关方全流程管理痛点,构建“事前分级准入–事中动态管控–事后绩效考评与失信退出”的全链条闭环安全管控体系,并在车间技改、设备维保和厂房租赁等场景中开展实施前后对比。企业台账显示,整治后资质审核、安全管理协议签订、高风险作业审批与监护等过程指标均达到100%,现场违章数量同比下降78%,存量重大事故隐患全部清零,一般隐患整改闭环率达到100%。由于研究未设置同期对照厂区,上述变化反映体系实施后的管理改进关联,不能单独解释为严格因果效应。研究形成了适用于具有多车间、多类型外包和较高风险作业特征的离散型仪器仪表制造企业的分类管控与闭环治理路径,可为具备相应组织、数据和合同管理基础的同类企业提供实践参考

Abstract: Instrument-manufacturing plants contain heterogeneous work areas, including machining, assembly, ammonia decomposition, heat treatment, hazardous-chemical storage and integrated-equipment test sites. External parties engaged in construction, maintenance, labour services, leasing, material supply, visits and internships routinely enter these areas and may perform work at height, hot work, confined-space entry and lifting operations. This single-site practice study examined a stakeholder-safety rectification programme led by the author. On-site inspection, management-ledger analysis, case review and document benchmarking were used to identify process weaknesses and to establish a closed-loop framework comprising pre-entry tiered qualification, dynamic control during work, and post-work performance evaluation and disqualification. Before-after comparisons across workshop renovation, equipment maintenance and plant leasing showed that process-compliance indicators reached 100%, recorded violations decreased by 78% year on year, existing major accident hazards were cleared, and the closure rate for general hazards reached 100%. Because no concurrent control site was included, these findings indicate an implementation-associated improvement rather than a definitive causal effect. The framework is most applicable to discrete manufacturers with multiple workshops, heterogeneous contractors, high-risk operations, and adequate organizational, contractual and record-management capacity.
