数智时代高校网络舆情的协同治理研究

Research on Collaborative Governance of Online Public Opinion in Universities in the Digital-Intelligent Era

摘要: 数智时代背景下，高校网络舆情生态发生深刻变革，呈现出传播渠道多元、主体互动活跃、技术风险加剧等新态势，对高校治理与意识形态安全构成严峻挑战。传统应对模式因校内联动不足、校外合作不畅、技术手段滞后等而面临困境。为此，本研究从加强顶层设计、深化校媒警企合作、升级技术平台、完善制度规范、强化思想引领五个维度，系统构建高校网络舆情协同治理的有效路径，旨在推动舆情治理从“被动管控”向“主动引导和韧性治理”转型，为维护校园安全稳定，筑牢意识形态前沿阵地，落实立德树人根本任务提供理论参考与实践框架。

Abstract: In the context of the digital-intelligent era, the online public opinion ecosystem in universities has undergone profound transformations, presenting new trends such as diversified communication channels, active subject interactions, and intensified technological risks. These trends pose severe challenges to university governance and ideological security. Traditional response models are confronted with predicaments due to insufficient internal campus linkage, inefficient external collaboration, and lagging technical means. To address these issues, this study systematically constructs effective pathways for the collaborative governance of online public opinion in universities from five dimensions: strengthening top-level design, deepening university-media-police-enterprise collaboration, upgrading technical platforms, improving institutional norms, and enhancing ideological guidance. The research aims to promote the transformation of public opinion governance from “passive control” to “proactive guidance and resilient governance”, thereby providing a theoretical reference and practical framework for maintaining campus safety and stability, consolidating the forefront of ideological positions, and implementing the fundamental task of fostering virtue through education.
