以评促建背景下民办本科高校教学督导运行机制优化研究——基于J校的实证分析

Research on the Optimization of Teaching Supervision Operation Mechanism in Private Undergraduate Colleges and Universities under the Background of Promoting Construction by Evaluation—An Empirical Analysis Based on J University

摘要: 在本科教学工作合格评估与审核评估叠加背景下，教学督导被赋予“质量守门人”与“改进发动机”双重角色。本研究以某民办本科高校(以下简称“J校”)为例，综合运用问卷调查、制度文本分析与比较研究等方法，系统剖析教学督导运行机制的现状与发展空间。研究发现，经费统筹与管理协同、队伍结构、信息化支撑、评教结果运用及质量文化融合等方面是J校教学督导运行机制在持续建设中需进一步优化的重点方向，将督导机制置于校院两级质量保障体系与学校整体发展战略规划的系统框架中审视，其与质量文化建设、师资队伍建设、数字化转型等关键目标之间存在多维度的衔接与协同需求。基于此，提出“督导管理协同化、督导队伍多元化、督导工作数字化、督导结果绩效化、质量文化浸润化”五化靶向策略，形成“问题诊断–归因分析–对策施治”的完整逻辑链条，可为同类民办高校提供参考借鉴。

Abstract: Under the background of the superposition of qualified evaluation and audit evaluation of undergraduate teaching work, teaching supervision is endowed with the dual roles of “quality gatekeeper” and “improvement engine.” This study takes an application-oriented private undergraduate university (hereinafter referred to as “J University”) as an example, and systematically analyzes the current situation and development space of the operation mechanism of teaching supervision by means of questionnaire survey, system text analysis and comparative research. The research finds that fund coordination and management synergy, team structure, information support, the application of teaching evaluation results, and quality culture integration are the key areas that need further optimization in the continuous construction of J University’s teaching supervision operation mechanism. Placing the supervision mechanism within the systematic framework of the university’s two-tier quality assurance system and its overall strategic development plan, it is found that there is a multi-dimensional convergence and synergy between the key objectives of quality culture construction, teaching staff construction and digital transformation. Based on this, this paper puts forward five targeted strategies of “management synergy of supervision, diversification of supervision team, digitization of supervision work, performance of supervision results, and infiltration of quality culture,” and forms a complete logical chain of “problem diagnosis-attribution analysis-countermeasure treatment,” which can provide reference for similar private colleges and universities.
