吉林省科技成果转化服务体系建设现状、问题与优化对策——基于技术合同管理、技术经理人联盟与成果服务平台的三维分析框架
The Present Situation, Problems and Optimization Countermeasures of the Construction of the Service System for the Transformation of Scientific and Technological Achievements in Jilin Province—Based on the Three-Dimensional Analysis Framework of the Management of Technology Contracts, Technology Manager Alliance and Public Service Platform
摘要: 在东北全面振兴与创新驱动发展战略深度融合的背景下,科技成果转化已成为破解科教资源富集与产业升级动能不足的关键机制。本研究基于科技成果转化服务的实践视角,构建了“制度基础–人才主体–数字载体”三维分析框架,系统梳理了吉林省技术合同管理、科技经纪人创新发展联盟建设、科技成果服务平台搭建三项核心工作的发展现状,并深入剖析了当前服务体系中存在的制度效能释放不足、人才市场化机制缺失、数字化赋能不足以及三维联动协同不畅等核心问题。因此,本研究提出了全链条优化制度体系、市场化培育人才队伍、数字化升级服务平台以及一体化构建协同生态的对策建议,为区域科技成果转化服务的提质增效提供可落地的实践路径。
Abstract: Against the backdrop of the deep integration between the comprehensive revitalization of Northeast China and the innovation-driven development strategy, the commercialization of scientific and technological achievements has emerged as a pivotal mechanism for addressing the disparity between abundant scientific and educational resources and insufficient momentum for industrial upgrading. From a practical perspective on technology commercialization services, this study establishes a three-dimensional analytical framework encompassing “institutional foundations—talent drivers—digital platforms”. It systematically examines the current status of three core initiatives in Jilin Province: technology contract management, the development of an innovation alliance for technology brokers, and the establishment of technology achievement service platforms. The study further identifies critical challenges in the existing service system, including inadequate institutional effectiveness, lack of market-oriented talent mechanisms, insufficient digital empowerment, and poor coordination among these three dimensions. Accordingly, the research proposes actionable recommendations—including optimizing the entire institutional chain, cultivating talent through market-driven approaches, upgrading service platforms digitally, and building an integrated collaborative ecosystem—to enhance the quality and efficiency of regional technology commercialization services.
