合规管理视域下的电池产品认证翻译

Battery Product Certification Translation from the Perspective of Compliance Management

摘要: 电池产品认证的翻译是沟通中外技术标准的桥梁，凸显了其功能性、经济性、排他性、合规性。以联合国《危险物品运输试验和标准手册》UN 38.3、我国的3C认证、欧盟《新电池法》等认证条款为例，基于合规管理，重点探讨了电池研发与测试阶段的合规及认证翻译、量产上市准入的合规及认证翻译、进出口专项的合规及认证翻译以及新时代电池产品碳足迹认证翻译。翻译规范应以强制性规范、专业性规范为主，期望性规范为辅。产品认证乃至翻译的合规管理日益受到国际认证组织和企业的重视。

Abstract: The translation of battery product certification acts as a bridge connecting Chinese and foreign technical standards, highlighting its functionality, economic efficiency, exclusivity and compliance. Taking the certification clauses such as the United Nations Manual of Tests and Criteria for the Transport of Dangerous Goods (UN 38.3), CCC certification of China and the EU New Batteries Regulation as examples, this paper, based on compliance management, focuses on the compliance and certification translation in the battery R&D and testing phase, the compliance and certification translation for mass production and market access, the special compliance and certification translation for import and export, as well as the carbon footprint certification translation for battery products in the new era. Translation norms are dominated by mandatory norms and professional norms, supplemented by aspirational norms. The compliance management of product certification and even its translation has increasingly drawn attention from international certification organizations and enterprises.
