高校教学督导体系构建与运行机制研究

Research on the Construction and Operational Mechanism of the Teaching Supervision System in Higher Education Institutions

摘要: 教学督导是教育管理体系中的重要一环，为规范教学行为、提升教学质量和育人成效提供了重要支撑。在新时代“四新”建设背景下，传统“一刀切”式教学督导已难以适应高校学科多样性、教师发展差异性和人才培养个性化需求。本文提出一种高校教学督导体系构建路径，通过精准定位督导对象与层级、精准设计督导内容与标准、精准建立督导平台与机制，破解当前督导工作针对性不足、实效性不强、协同性不够等痛点。全面优化督导资源配置，有效发挥督导在提升教师教学能力、提升人才培养质量、完善质量保障体系等方面的重要作用，为高校落实立德树人根本任务提供有力支撑。

Abstract: Teaching supervision is an essential component of the educational management system, providing important support for regulating teaching practices, improving teaching quality, and enhancing educational outcomes. In the context of the “Four New” policy in the new era, the traditional one-size-fits-all approach can no longer accommodate the diversity of academic disciplines, the differences of teacher development, and the individualized requirements of talent cultivation. This paper proposes an approach to constructing a teaching supervision system in higher education institutions by precisely identifying supervision targets and organizational levels, precisely designing supervision content and evaluation standards, and precisely developing supervision platforms and operational mechanisms, and aims to resolve the current problems of insufficient targeting, limited effectiveness, and inadequate coordination in teaching supervision. Comprehensively optimizing the allocation of supervision resources, fully leveraging the important role of teaching supervision in enhancing teachers’ instructional competence, improving the quality of talent cultivation, and refining the quality assurance system, providing strong support for universities in fulfilling the fundamental mission of fostering virtue and nurturing talent.
