成都市社区智慧养老政策执行的困境与优化——基于修正史密斯模型
Dilemmas and Optimization of Community Smart Elderly Care Policy Implementation in Chengdu—Based on the Revised Smith Model
摘要: 人口老龄化背景下,数字化社区养老是缓解养老压力的重要路径。本文修正史密斯政策执行模型,增设独立“技术支撑”维度形成五维分析框架,融合多元治理理论,结合成都三区试点案例与半结构化访谈开展实证研究。结果表明,制度细则不完善、部门数字协同弱、老年数字鸿沟、社会资本不足、养老数据割裂等问题叠加,制约政策落地。对此本文提出统一行业标准、培育基层人才、常态化数字助老、拓宽资金渠道、搭建市级养老数据中台等对策,并针对医养数据壁垒设计专属数据专区方案。本研究完善史密斯模型数字场景适配性,为同类城市智慧养老治理提供参考。
Abstract: Against the backdrop of population aging, digital community-based elderly care acts as an important way to relieve elderly care pressure. This paper revises Smith’s policy implementation model by adding an independent dimension of “technical support” to form a five-dimensional analytical framework. Integrated with pluralistic governance theories, it conducts empirical research combining pilot cases of three districts in Chengdu and semi-structured interviews. The results show that intertwined issues including incomplete institutional rules, weak cross-departmental digital coordination, the digital divide among the elderly, insufficient social capital and fragmented elderly care data restrict policy implementation. In response, this paper puts forward countermeasures such as unifying industrial standards, training grassroots talents, regularizing digital assistance for the elderly, expanding funding channels and building a municipal-level data middle platform for elderly care. It also designs a dedicated data zone scheme to break the barrier between medical and elderly care data. This study improves the adaptability of the Smith model to digital scenarios and provides references for smart elderly care governance in similar cities.
