电商包装废弃物逆向物流网络工程构建与回收模式优化研究
Research on Engineering Construction of Reverse Logistics Network and Optimization of Recycling Mode for Ecommerce Packaging Waste
摘要: 数字经济推动电商快递业务量持续攀升,随之而来的包装废弃物也呈爆发式增长。如何高效回收处置这些废弃物,已成为物流行业绿色转型中最棘手的现实瓶颈。通过整合文献、统计数据和政策文件,本文对国内电商包装逆向物流的现状做了系统梳理,发现实践中至少有三组矛盾最为突出——逆向物流网络空间布局失衡、基础设施碎片化,现有回收模式盈利可持续性能力弱、同质化低端化,政府、企业、消费者等多元主体协同治理机制运行失灵。针对这些痛点,本文提出一个三级扁平化的正逆向整合网络,并设计了三种差异化回收方案——龙头自营型、第三方协同型、以及政府–企业–社会联动型。同时,从经济激励、标准统一和数字化监管三个方向,配套构建一套可持续的保障机制。研究形成适配我国城乡市场的电商包装废弃物系统化治理方案,能够有效提升包装废弃物回收处置效率、缩减逆向物流运输运营成本,推动快递包装资源循环利用,助力物流产业实现生态效益与经济效益协同发展。
Abstract: Driven by the digital economy, the scale of e-commerce and express delivery business in China keeps expanding, and the output of express packaging waste rises year by year. The difficulty in packaging recycling and disposal has become a prominent obstacle restricting the green and low-carbon transformation of the logistics industry. Based on literature review, industrial statistical data and relevant policy text analysis, this paper systematically explores the development status of reverse logistics for e-commerce packaging waste in China. The analysis shows that the industry is confronted with three major practical dilemmas: unbalanced spatial layout and fragmented infrastructure of reverse logistics networks, weak profitability and homogeneous low-end operation of existing recycling modes, and malfunction of collaborative governance mechanism among multiple stakeholders including governments, enterprises and consumers. To solve the above problems, this paper constructs a three-level flat integrated forward and reverse logistics network, designs three differentiated recycling modes including leading enterprise self-operation, third-party coordination, government-enterprise-society linkage, and builds supporting long-term collaborative guarantee systems from the perspectives of benefit incentive, technical standards and digital empowerment. This study forms a systematic governance scheme of e-commerce packaging waste adapted to urban and rural markets in China, which can effectively improve the recycling and disposal efficiency of packaging waste, reduce the transportation and operation cost of reverse logistics, promote the recycling of express packaging resources, and help the logistics industry realize the coordinated development of ecological and economic benefits.
