河北省因地制宜发展新质生产力的绿色金融精准滴灌机制及路径研究

Research on the Precise Drip Irrigation Mechanism and Path of Green Finance for the Localized Development of New Quality Productive Forces in Hebei Province

摘要: 河北省各地区产业基础、转型阶段、创新创业能力等发展呈现出显著的不平衡发展态势，新质生产力的发展需要遵循因地制宜的原则。绿色金融滴灌是破解资源环境约束、培育新质生产力的关键抓手。文章分析了绿色金融通过融资门槛降低与要素吸引力机制、技术研发支持与创新风险机制、产业进退调节与低碳转型机制三个方面精准赋能新质生产力的培育与成长，并从明确滴灌对象、匹配滴灌工具、形成滴灌合力、守住灌溉底线四个维度构建了河北省绿色金融精准滴灌新质生产力因地制宜发展的机制，进而提出实施区域差异化布局、推动工具场景化创新、强化政金企协同联动以及加快数字化赋能精准风控等四大实施路径，为河北省样本提供理论和实践参考。

Abstract: The development of industrial foundations, transition stages, and innovation and entrepreneurship capabilities across various regions of Hebei Province exhibits significant imbalances. Therefore, the development of new quality productive forces must adhere to the principle of adaptation to local conditions. Green finance precise drip irrigation serves as a key lever to break through resource and environmental constraints and to cultivate new quality productive forces. This paper analyzes how green finance precisely empowers the cultivation and growth of new quality productive forces through three mechanisms: reducing financing thresholds and attracting factors, supporting R&D and diversifying innovation risks, and regulating industrial entry-exit and promoting low-carbon transformation. Furthermore, it constructs a mechanism for precise green finance drip irrigation to promote locally adapted development of new quality productive forces in Hebei Province from four dimensions: clarifying the targets of drip irrigation, matching the tools of drip irrigation, forming synergistic irrigation efforts, and guarding the bottom line of drip irrigation. Subsequently, it proposes four implementation pathways: implementing regional differentiated layout, promoting scenario-based innovation of tools, strengthening synergistic coordination among government, financial institutions, and enterprises, and accelerating digital empowerment for precise risk control. This provides theoretical and practical references for the case of Hebei Province.
