大思政格局下教育新基建与精准育人的深度融合

The Deep Integration of Educational New Infrastructure and Precision Education within the Comprehensive Ideological and Political Work Framework

摘要: 教育新基建为新时代高校思想政治工作提供了重要的技术支撑与变革契机，而“大思政”格局的构建则要求思想政治工作突破传统课堂边界，实现全员、全过程、全方位育人。两者的深度融合，既是教育数字化转型的必然趋势，也是落实立德树人根本任务的现实要求。然而，当前融合实践中仍面临数据孤岛制约协同育人、精准供给能力不足、教师数智素养参差不齐、数据伦理与安全风险并存等现实困境。破解这些困境，需要从机制融通、画像驱动、场景创新与队伍赋能四个维度协同发力，构建“识别–供给–干预–评估”的精准育人闭环，推动思政工作从“大水漫灌”向“精准滴灌”转变，从经验驱动向数据驱动跃升，最终实现“大思政”格局下教育新基建与精准育人的深度嵌合与价值共创。

Abstract: The development of new educational infrastructure provides crucial technical support and transformative opportunities for ideological and political work in higher education institutions during the new era; meanwhile, the establishment of the “Comprehensive Ideological and Political Work” framework requires such work to transcend traditional classroom boundaries and achieve holistic, full-process, and all-dimensional education for all stakeholders. The deep integration of these two aspects represents both an inevitable trend in the digital transformation of education and a practical necessity for fulfilling the fundamental mission of fostering virtue through education. However, current efforts in this integration still face several practical challenges, including data silos hindering collaborative education, insufficient capacity for precision supply, uneven digital and intelligent literacy among faculty members, and the coexistence of data ethics and security risks. Addressing these challenges requires coordinated efforts across four dimensions—mechanism integration, profile-driven approaches, scenario innovation, and team empowerment—to establish a closed-loop system for precision education comprising “identification-supply-intervention-evaluation,” thereby facilitating the transition of ideological and political work from “mass-oriented flooding” to “precision-oriented drip irrigation,” and shifting from experience-driven models to data-driven approaches, ultimately achieving deep integration and value co-creation between educational new infrastructure and precision education within the “Comprehensive Ideological and Political Work” framework.
