乡村振兴背景下农村养老保障体系资源整合的社会困境与政策调适

Social Dilemmas and Policy Adaptation of Resource Integration in the Rural Old-Age Security System under the Background of Rural Revitalization

摘要: 随着我国农村进入中度老龄化阶段，养老保障资源整合已成为农村工作的重要组成部分。在乡村振兴背景下，推动农村养老保障体系资源整合是应对人口老龄化、提升农村养老服务质量的关键举措。本文从社会学结构视角出发，着重从三个层面展开分析：一是多主体关系结构中的行政主导与乡土自主错位问题，二是既有合作形态的碎片化与信任流失问题，三是外部资源投放与村庄生活世界的脱嵌问题。基于上述分析，本文提出服务供给逻辑从行政主导转向嵌入性治理、社区信任与互惠规范通过制度化激励重建、依托村庄社会网络实现资源内生嵌入三个维度的政策调适框架，以期为完善乡村振兴背景下的农村养老保障体系资源整合提供参考。

Abstract: As rural China enters a moderate aging stage, the integration of old‑age security resources has become an important component of rural work. Against the backdrop of rural revitalization, promoting resource integration within the rural old‑age security system is a key measure to address population aging and improve the quality of rural elderly care services. From the perspective of sociological structure, this paper focuses on an analysis at three levels: first, the misalignment between administrative dominance and local autonomy in the multi‑actor relational structure; second, the fragmentation and trust erosion under existing cooperative forms; and third, the disembedding of external resource allocation from the lifeworld of villages. Based on the above analysis, this paper proposes a three‑dimensional policy adaptation framework that includes reorienting the service supply logic from administrative dominance to embedded governance, rebuilding community trust and reciprocity norms through institutionalized incentives, and achieving endogenous resource embedding by relying on village social networks. The aim is to provide a reference for improving resource integration in the rural old‑age security system under the background of rural revitalization.
