政府规制视角下H市巡游出租车议价乱象治理研究

Research on the Governance of Fare Bargaining Disorder in H City’s Cruising Taxi Industry: A Government Regulation Perspective

摘要: 巡游出租车作为城市公共交通体系的重要组成部分，其运营秩序和服务质量直接影响城市治理效能与公众出行体验。近年来，H市巡游出租车运营过程中存在议价经营、不规范计费等问题，对行业健康发展和城市形象建设产生了一定影响。基于政府规制理论，文章运用文献研究法与案例分析法，对H市巡游出租车议价乱象的表现形式、治理困境及成因机制进行系统分析。研究发现，议价乱象的形成与持续并非单一主体行为所致，而是政府监管机制有待完善、市场主体责任落实不足、行业治理协同效能不强以及公众规则意识有待提升等多重因素共同作用的结果。基于此，文章从强化政府规制、压实市场主体责任、推动行业协同治理和提升公众参与水平等方面提出针对性治理路径，以期为H市及同类中小城市巡游出租车行业规范化治理提供参考。

Abstract: As an important component of the urban public transportation system, the operational order and service quality of cruising taxis are closely related to urban governance effectiveness and residents’ travel experiences. In recent years, problems such as fare bargaining and irregular pricing practices have occurred in the taxi industry of H City, exerting negative impacts on industry development and urban image. Based on the theory of government regulation, this study employs literature research and case analysis methods to systematically examine the manifestations, governance dilemmas, and underlying causes of fare bargaining practices in H City’s cruising taxi sector. The findings indicate that the persistence of such practices is not merely the result of individual misconduct, but rather the combined effect of inadequate regulatory mechanisms, insufficient fulfillment of market responsibilities, weak collaborative governance within the industry, and limited public awareness of regulatory compliance. Accordingly, this paper proposes governance strategies from four dimensions: strengthening government regulation, clarifying the responsibilities of market entities, promoting collaborative industry governance, and enhancing public participation. The study aims to provide a reference for the standardized governance of the cruising taxi industry in H City and other similar small and medium-sized cities.
