人口老龄化背景下养老保障政策适应性研究

Adaptability of Old-Age Security Policy under Population Aging

摘要: 随着人口老龄化程度不断加深，养老保障政策面对的对象、需求和运行环境都在发生变化。老年群体的需求已经不再局限于养老金领取，而是延伸到生活照料、健康支持、长期照护、社区服务和数字融入等方面。本文从老年群体保障获得出发，分析养老保障政策适应性的现实压力、具体表现与提升路径。研究认为，人口结构变化、家庭养老功能弱化和老年需求多层次化，是养老保障政策需要继续调适的重要原因。当前养老保障获得不足主要表现为制度衔接不够顺畅、社区居家服务供给不够稳定、长期照护支持不足以及数字化服务门槛较高。未来应从降低老年人制度使用成本、完善社区居家服务、健全长期照护支持、保留线下服务渠道等方面改进，使制度覆盖真正转化为老年人日常生活中的稳定支持。

Abstract: As population aging deepens, old-age security policies face shifts in service targets, demands and operating contexts. Beyond pension payments, seniors now need daily care, healthcare, long-term care, community services and digital inclusion. From the perspective of seniors’ access to old-age security, this paper explores practical pressures, existing problems and improvement routes for policy adaptability. Demographic shifts, declining family eldercare and diverse senior needs necessitate constant policy adjustments. Currently, insufficient security access stems from disjointed systems, unstable home-community care, weak long-term care support and high digital service thresholds. Future improvements shall reduce seniors’ policy usage costs, perfect home-community care, bolster long-term care systems and retain offline services, turning institutional coverage into steady daily support for the elderly.
