积极老龄化视角下城市社区老年人健康养老的社会困境与化解路径

Social Dilemmas and Solutions for Integrated Health and Elderly Care of Urban Community-Dwelling Older Adults from the Perspective of Active Aging

摘要: 城市社区老年人健康养老是积极老龄化战略落地的重要议题。近年来，国家高度重视城市社区养老服务体系建设，取得了一批重要的政策创新与服务实践成果，有力地推动了社区健康养老事业的发展。城市社区老年人健康养老在积极老龄化视角下面临着健康服务供给的结构性困境、社会支持体系的薄弱性困境、老年群体自身的参与性困境，亟须从实践上给予科学解答和具体指导。唯有如此，才能有效提升老年人健康福祉与社会参与水平，推动积极老龄化从政策理念转化为社区治理的生动实践，实现全体老年人共享发展成果。

Abstract: The integrated health and elderly care of urban community-dwelling older adults is a critical issue for the implementation of the Active Aging strategy. In recent years, the state has attached great importance to the construction of urban community-based elderly care service systems, achieving a number of significant policy innovations and practical service outcomes that have effectively promoted the development of community-based integrated health and elderly care. From the perspective of Active Aging, urban community-dwelling older adults face structural dilemmas in the provision of health services, weaknesses in the social support system, and participatory dilemmas among the elderly themselves, which urgently require scientific solutions and concrete guidance in practice. Only by doing so can we effectively enhance the health, well-being, and social participation of older adults, transform Active Aging from a policy concept into a living practice of community governance, and ensure that all older adults share in the fruits of development.
