积极老龄化视域下“银龄行动”的实践困境与优化路径研究

Research on the Practical Dilemmas and Optimization Paths of the “Silver Age Action” from the Perspective of Active Ageing

摘要: 随着人口老龄化持续加深与经济社会高质量发展推进，“银龄行动”作为激活老年社会参与、释放银发红利的重要载体，正处于理念落地、深化实践的关键阶段。立足积极老龄化理论视域，当前我国“银龄行动”在落地过程中仍面临诸多实践困境，主要体现为运行机制滞后、供需匹配失衡、保障体系薄弱、社会认知偏颇四大现实困境。破解上述现实问题需紧密结合新时代老龄化社会的实际需求，通过完善长效运行机制筑牢根基、依托数智融合精准对接供需、健全多层次保障体系激活核心动力、深化社会宣传引导营造良好氛围。这一优化路径有助于打破制度壁垒与认知鸿沟，推动“银龄行动”从短期项目向常态化、规范化的长效机制跃升，为深入实施积极应对人口老龄化国家战略提供实践支撑与理论参考。

Abstract: With the continued deepening of population aging and the advancement of high-quality economic and social development, the “Silver Age Action”, as an important vehicle for activating elderly social participation and unleashing the dividend of the silver-haired population, is currently at a critical stage of concept implementation and practice deepening. From the perspective of active aging theory, the implementation of the “Silver Age Action” in China still faces many practical difficulties, mainly reflected in four key challenges: outdated operating mechanisms, imbalance between supply and demand, a weak support system, and biased social perceptions. Addressing these practical problems requires closely aligning with the actual needs of an aging society in the new era, by strengthening long-term operating mechanisms to lay a solid foundation, utilizing intelligent and digital integration to precisely match supply and demand, improving a multi-level support system to activate core motivation, and deepening social publicity and guidance to create a favorable atmosphere. This optimization path helps break institutional barriers and cognitive gaps, promoting the transformation of the “Silver Age Action” from short-term projects into a normalized and standardized long-term mechanism, thereby providing both practical support and theoretical reference for the in-depth implementation of the national strategy for proactively addressing population aging.
