从“文化娱乐”到“积极养老”：老年教育供给的公共价值与政策优化——以武汉老年大学为例

From “Cultural Entertainment” to “Active Aging”: The Public Value and Policy Optimization of Elder Education Supply—A Case Study of Wuhan University for the Aged

摘要: 伴随我国人口老龄化进入深度发展阶段，超大城市面临着前所未有的养老服务供给压力。数字化转型在赋能社会的同时，老年教育亟需从传统的“文化娱乐”定位转向赋能型的“积极养老”战略资源。本文基于公共价值理论与政策工具分类法，以武汉老年大学为例，剖析了老年教育服务供给在迈向“积极养老”过程中的公共价值创造机理。研究发现，当前老年教育服务供给存在供给型工具过载、需求型工具缺失、环境型工具失衡等结构性错配，限制了其战略价值实现。基于此，本文提出了优化政策工具配置的实用性路径，旨在为超大城市构建中国特色积极养老支持体系提供决策参考。

Abstract: As China’s population aging enters a stage of deep development, megacities are facing unprecedented pressure on the supply of elderly care services. While empowering society, digital transformation also poses new challenges to the social integration of the elderly. In this context, shifting the positioning of elder education from traditional “marginal welfare” and “cultural entertainment” to a “strategic elderly care resource” that comprehensively empowers older adults and develops third-age human resources has become a key path to achieving active aging. By introducing public value theory and the perspective of policy tools, this paper takes Wuhan University for the Aged as a typical case to analyze the public value creation mechanism of elder education service supply in the process of moving towards “active aging”. The study finds that the current supply of elder education services suffers from structural mismatches, including an overload of supply-oriented tools, a shortage of demand-oriented tools, and an imbalance of environment-oriented tools, all of which restrict the release of its strategic value. Consequently, this paper proposes practical paths for optimizing the configuration of policy tools, aiming to provide a decision-making reference for megacities to build an active aging support system with Chinese characteristics.
