平顶山实施“万人助万企”活动的制约因素与提升策略研究

A Study on the Constraints and Enhancement Strategies of Pingdingshan’s “Ten Thousand People Helping Ten Thousand Enterprises” Initiative

摘要: 本文以平顶山市开展“万人助万企”活动为切入点进行研究，在分析该活动开展背景、目的意义的基础上对其实施情况、存在问题及对策建议进行了阐述。通过调研发现，平顶山市在改善企业发展环境、发展新型企业、促进产融结合、提供金融支持、加强环保建设等方面取得一定成绩，但是也存在一些问题，主要表现为资金短缺、人才匮乏和技术落后等问题。因此，为解决这些问题，本文就如何扩大融资规模、改革财政资金使用方式、加强人才培养力度和完善科技创新机制等方面提出合理化建议。如果这些措施得以落实并取得成效，“万人助万企”活动质量就会进一步提高，也利于提高政府服务水平，让企业有更多获得感，促进当地经济更好更快发展。此外，本文研究对于其他地方开展类似工作具有一定的借鉴意义和参考价值。

Abstract: The paper uses the “Ten Thousand People Helping Ten Thousand Enterprises” project of the Pingdingshan City as a beginning of the research, discussing its background and importance, and detailing its implementation, current issues and policy recommendations. This work reveals that Pingdingshan has made significant strides to enhance the business climate, create new businesses, encourage the concept of industry-finance integration, offer financial assistance, and boost the level of environmental protection. But there are still difficulties, mainly lack of funds, lack of personnel, and technological underdevelopment. In order to overcome them, this article will give some practical advice on how to increase the volume of financing, change the use of budgetary funds, develop human resources, and upgrade the system of science and technology innovation. With the effective implementation of these initiatives, the quality of the program of the “Ten Thousand People Helping Ten Thousand Enterprises” will be much better, the efficiency of the government services will increase, the benefits of enterprises will be higher, and the process of local economic growth will be speeded up. Moreover, this paper offers useful information and references to other areas in the process of implementing the same initiatives.
