体教融合视域下校园足球赛事育人价值：现实困境与路径优化——以贵州省“省长杯”联赛为例

The Educational Value of Campus Football Tournaments from the Perspective of Sports-Education Integration: Practical Dilemmas and Path Optimization—A Case Study of Guizhou Province’s “Governor’s Cup” League

摘要: 在体教融合改革不断推进的时代背景下，校园足球赛事承担立德树人根本任务，是助推青少年综合素养提升的重要实践载体。本文选取贵州省“省长杯”校园足球超级联赛作为分析样本，剖析联赛育人目标落地过程中的存在的现实困境、内在生成逻辑以及相应优化治理方案。研究发现：“省长杯”联赛运行过程中存在一定执行偏差。究其根源，国家层面育人目标、地方科层运行逻辑与家庭社会现实诉求三者之间存在内在张力，叠加多元参与主体利益分歧、政策文本模糊导致基层自由裁量空间信息壁垒，造成联赛育人目标发生偏移。研究认为，要回归校园足球赛事的育人本位，应当构建增值评价导向，推动基层政策执行有序变通；完善政策，重构考核激励体系，压缩弹性操作空间，搭建教育、体育、学校、家庭多方协同共治格局，真正落实“小足球、大教育”的育人理念，为校园足球联赛高质量发展提供实践参考。

Abstract: Against the backdrop of advancing reforms in sports-education integration, campus football tournaments serve the fundamental mission of fostering virtue through education and act as a vital platform for enhancing the comprehensive qualities of young people. Taking Guizhou Province’s “Governor’s Cup” Campus Football Super League as a case study, this paper analyzes the practical dilemmas, underlying logic, and optimization strategies regarding the realization of the league’s educational objectives. The study reveals that deviations occur during the implementation of the “Governor’s Cup.” These stem from inherent tensions among national educational goals, local bureaucratic operational logic, and the practical demands of families and society. These tensions—compounded by conflicting interests among diverse stakeholders and policy ambiguities that create information barriers and excessive discretionary space at the grassroots level—lead to a drift away from the league’s intended educational goals. The study argues that to restore the educational essence of campus football tournaments, it is necessary to adopt a value-added assessment approach that encourages orderly flexibility in grassroots policy implementation. Furthermore, policies should be refined and assessment-incentive systems restructured to limit arbitrary operational leeway. A collaborative governance framework involving education authorities, sports departments, schools, and families must be established to truly implement the educational philosophy of “small football, big education,” thereby providing a practical reference for the high-quality development of campus football leagues.
