长期护理保险制度背景下失能老年人照护服务供给研究

Research on the Supply of Care Services for Disabled Elderly in the Context of Long-Term Care Insurance System

摘要: 在人口老龄化和家庭照护功能弱化背景下，失能老年人的长期照护需求日益增长。长期护理保险制度通过筹资、评估和待遇支付机制，为失能人员提供基本生活照料和相关医疗护理保障，有助于减轻家庭照护负担、推动照护服务专业化。然而，当前失能老年人照护服务供给仍存在居家社区照护能力不足、评估与服务衔接不畅、护理人才短缺和医养护资源整合不足等问题。应以长期护理保险制度建设为契机，完善评估衔接、强化社区照护、优化质量评价、加强人才培养，构建连续、专业、可及的照护服务体系。

Abstract: In the context of an aging population and weakened family care capabilities, the long-term care needs of disabled elderly people are increasing day by day. The long-term care insurance system, through its financing, assessment and benefit payment mechanisms, provides basic living care and related medical care guarantees for disabled individuals, which helps to alleviate the burden of family care and promote the professionalization of care services. However, the current supply of care services for disabled elderly people still has problems such as insufficient home and community care capabilities, poor connection between assessment and services, shortage of nursing personnel, and insufficient integration of medical care and nursing resources. We should take the construction of the long-term care insurance system as an opportunity to improve assessment connections, strengthen community care, optimize quality evaluation, and enhance talent training, to build a continuous, professional and accessible care service system.
