摘要: 随着我国人口发展进入深度老龄化阶段，人口结构变革持续渗透至经济社会各领域，劳动力市场与就业格局迎来深刻调整。劳动年龄人口总量持续下降、劳动力年龄结构逐步高龄化，叠加产业转型升级与数字技术普及，传统就业模式难以适配当下发展需求，招工难与就业难并存的结构性矛盾愈发突出。本文结合国内人口发展数据与现有研究成果，梳理人口老龄化背景下劳动力市场的整体运行态势，剖析老龄化从劳动力供给、就业分布、人力资本配置等层面带来的多重影响，研判当前劳动力领域存在的现实问题，并结合积极老龄化理念、产业发展趋势与制度改革方向提出综合性应对思路，旨在推动劳动力市场平稳转型，助力实现更加充分、更高质量的就业，挖掘老龄化背景下的发展新动能。

Abstract: As China’s population development enters a phase of deep aging, demographic changes continue to permeate all areas of the economy and society, leading to profound adjustments in the labor market and employment landscape. The total working-age population is steadily declining, and the age structure of the workforce is gradually aging. Coupled with industrial transformation and upgrading as well as the widespread adoption of digital technologies, traditional employment models are struggling to meet current development needs, resulting in increasingly prominent structural contradictions—simultaneous difficulties in hiring and finding jobs. Drawing on domestic population data and existing research findings, this paper examines the overall dynamics of the labor market under the backdrop of population aging, analyzes the multiple impacts of aging on labor supply, employment distribution, and human capital allocation, identifies pressing challenges in today’s labor sector, and proposes comprehensive policy responses grounded in the concept of active aging, industrial development trends, and institutional reform directions. The goal is to promote a smooth transition in the labor market, support more adequate and higher-quality employment, and unlock new drivers of growth amid an aging society.
