数智技术赋能社区嵌入式养老的现实困境与应对策略——基于TOE框架的分析

Community-Embedded Elderly Care with Digital Intelligence Technologies: Realistic Dilemmas and Coping Strategies—An Analysis Based on the TOE Framework

摘要: 在人口老龄化程度不断加深与数字中国建设持续推进的背景下，数智技术正成为推动社区嵌入式养老服务转型升级的重要力量。然而，在实践过程中，数智技术赋能社区嵌入式养老仍面临诸多现实障碍。基于TOE理论框架，本文从技术、组织与环境三个维度系统分析数智技术赋能社区嵌入式养老的发展困境及其生成逻辑。研究发现，在技术层面存在技术供给与养老需求适配不足、数据互联互通受阻以及老年群体数字融入困难等问题；在组织层面存在跨部门协同失灵、基层治理能力不足、多元主体参与失衡以及家庭协同作用发挥有限等困境；在环境层面则面临制度规范不健全、数据安全保障不足以及城乡数字基础设施发展不均衡等挑战。应构建需求导向的技术嵌入体系、打造协同共治的养老服务网络、营造数智包容的养老发展生态等优化路径，以推动技术嵌入、组织协同与环境适配的协同发展。唯有实现技术、组织与环境三者的协同联动，才能促进养老服务提质增效，推动社区嵌入式养老高质量发展。

Abstract: Against the backdrop of deepening population aging and the continuous advancement of Digital China, digital intelligence technologies are becoming a vital force driving the transformation and upgrading of community-embedded elderly care services. However, in practice, the empowerment of community-embedded elderly care through such technologies still faces numerous real-world obstacles. Based on the TOE (Technology-Organization-Environment) theoretical framework, this paper systematically analyzes the development dilemmas and generative logic of digital intelligence-enabled community-embedded elderly care from three dimensions: technology, organization, and environment. The study finds that at the technological level, there are issues such as insufficient alignment between technology supply and elderly care demand, hindered data interoperability, and difficulties in digital integration for the elderly. At the organizational level, challenges include cross-sectoral coordination failures, insufficient grassroots governance capacity, imbalanced participation among multiple stakeholders, and limited family collaboration. At the environmental level, there are obstacles such as inadequate institutional regulations, insufficient data security safeguards, and uneven development of digital infrastructure between urban and rural areas. Optimized pathways should be pursued, including building a demand-oriented technology embedding system, creating a collaborative governance network for elderly care services, and fostering a digitally inclusive elderly care development ecosystem, in order to promote the coordinated development of technology embedding, organizational synergy, and environmental adaptation. Only by achieving synergistic interaction among technology, organization, and environment can we enhance the quality and efficiency of elderly care services and advance the high-quality development of community-embedded elderly care.
