重大交通基础设施工程临时用地复垦基层治理困境与制度优化探索——基于广东省F市的调研观察

Exploring Grassroots Governance Dilemmas and Institutional Optimization in Temporary Land Reclamation for Major Transportation Infrastructure Projects—An Observational Study Based on City F, Guangdong Province

摘要: 重大交通基础设施工程临时用地复垦是衔接工程建设与国土生态修复的关键环节，其治理效能直接关乎耕地红线落实与基层社会稳定性。本文基于广东省F市38宗到期临时用地的调研资料，梳理了临时用地复垦实践中的基层治理困境，并从部门协同、制度弹性、政策导向三个维度分析其成因，进而立足基层实践并在坚守耕地保护、落实土地复垦法定义务的底线前提下，提出了临时用地复垦制度优化建议，以期推动临时用地复垦从单一的“工程验收合格”转向工程达标、权益平衡与复垦效果可持续并重的高质量治理，为临时用地复垦管理提供决策参考。

Abstract: The reclamation of temporary land occupied by major transportation infrastructure projects represents a pivotal nexus between construction activities and territorial ecological restoration, with its governance quality fundamentally influencing the preservation of farmland acreage and social stability at the local level. Based on empirical data derived from 38 expired temporary land parcels in City F, Guangdong Province, this study meticulously examines the grassroots governance predicaments that pervade reclamation practices. Employing an analytical framework encompassing inter-agency collaboration, regulatory flexibility, and policy incentives, the paper dissects the root causes of these challenges. While remaining firmly committed to the inviolable principles of farmland protection and statutory reclamation duties, the research proposes targeted institutional refinements informed by on-the-ground realities. Ultimately, this paper advocates for a paradigmatic shift in reclamation governance—transitioning from a narrow emphasis on mere “project acceptance” to a holistic framework that integrates engineering compliance, equitable stakeholder compensation, and enduring ecological efficacy, thereby offering actionable insights for the enhancement of temporary land reclamation administration.
