黄河流域生态保护与高质量发展的耦合协调及跨区域协同治理研究

Research on Coupling‑Coordination and Cross‑Regional Collaborative Governance of Ecological Protection and High‑Quality Development in the Yellow River Basin

摘要: 生态保护与高质量发展两大子系统之间存在要素互馈、动态博弈的复杂耦合互动关系，跨区域协同治理则是破除行政区划壁垒、消解流域外部性矛盾、实现两大系统耦合协调的核心制度抓手。本文立足人地系统耦合理论与协同治理理论，结合矢量模型、耦合协调模型、多区域动态博弈与演化博弈仿真结论，系统研判黄河流域生态保护–高质量发展耦合协调的时序演进与空间分异现实表征，深入剖析耦合协调约束之下跨区域协同治理在目标设定、管理体制、参与主体、利益分配、要素配置层面的多重现实困境，从制度法治建设、多元主体共治、利益平衡调节、科技赋能支撑、分区分类施策等维度，构建适配黄河流域特征的跨区域协同治理优化路径，以期探索人口–经济–社会–生态–文化–体化协同提升的大河流域现代化实现路径。

Abstract: There exists a complex coupling-interaction relationship featuring factor mutual feedback and dynamic game between the two subsystems of ecological protection and high-quality development. Cross-regional collaborative governance serves as the core institutional instrument to break administrative division barriers, resolve watershed externality conflicts, and realize the coupling-coordination of the two subsystems. Based on the human-land system coupling theory and collaborative governance theory, this paper draws on simulation results of the vector model, coupling-coordination model, multi-region dynamic game and evolutionary game. It systematically investigates the temporal evolution and spatial differentiation characteristics of coupling-coordination between ecological protection and high-quality development in the Yellow River Basin, and profoundly analyzes multiple practical dilemmas of cross-regional collaborative governance in terms of goal-setting, management systems, participating subjects, benefit distribution and factor allocation under coupling-coordination constraints. From the dimensions of institutional and legal construction, multi-subject co-governance, benefit balance adjustment, science-and-technology-driven support, as well as zoned and classified policy-making, this paper constructs optimized paths for cross-regional collaborative governance adapted to the features of the Yellow River Basin, so as to explore a modernization path for great-river basins with coordinated and integrated improvement of population‑economy-society-ecology-culture.
