农村互助性养老服务的发展困境及解决对策研究

A Study on the Development Dilemmas and Countermeasures of Rural Mutual-Elderly-Care Services

摘要: 随着城镇化的发展和农村人口结构的变化，农村养老问题日益突出，为解决农村养老挑战，我国在农村地区逐步推广互助性养老服务模式，但现有模式仍然面临着资金筹集难、人力资源匮乏、缺少先进养老理念为指导等问题。针对这些问题，可以通过建立一种以政府为引领、以积极养老理念为指导，并以低龄老人帮扶高龄老人的农村互助性养老服务小组的养老服务模式，来尝试突破农村互助性养老服务的发展困境。

Abstract: With the advancement of urbanization and changes in the demographic structure of rural populations, rural elderly-care issues have become increasingly prominent. To address the challenges of rural elderly-care, China has gradually promoted the mutual-elderly-care service model in rural areas. Nevertheless, the existing model still faces problems such as difficulties in fund-raising, shortage of human resources, and the lack of guidance from advanced elderly-care concepts. In response to these problems, a rural mutual-elderly-care service group model, led by government, guided by the concept of active aging and featuring young-old seniors assisting the oldest-old seniors, can be constructed to break through the development dilemmas of rural mutual-elderly-care services.
