积极老龄化视域下老年人数字融入的社会支持与法治保障研究

Research on Social Support and Legal Safeguards for Digital Inclusion of Older Adults from the Perspective of Active Aging

摘要: 在积极应对人口老龄化国家战略实施过程中，数字技术的迭代升级并未实现普惠化覆盖，老年群体的数字融入困境显著制约其社会参与能力与生活质量。现有研究多聚焦技术采纳层面，欠缺对社会支持与法治保障协同机制的探讨。本文以积极老龄化理论为基础，运用文献研究法与规范分析法剖析老年人数字排斥问题。研究发现，老年人数字困境源于社会支持网络弱化与权利保障缺位，具体表现为代际反哺断层、社区服务缺位与制度规范不足。据此构建社会支持与法治保障二元协同治理体系，完善多元主体社会帮扶机制，健全信息无障碍相关法律规范，明确政府与市场主体权责，为化解老年人数字鸿沟、推进积极老龄化落地提供理论参考与政策建议。

Abstract: During the implementation of the active aging strategy, the iterative advancement of digital technologies has not achieved universal coverage, significantly constraining older adults’ social participation and quality of life due to challenges in digital inclusion. Existing research primarily focuses on technology adoption, with insufficient attention given to the synergistic mechanisms of social support and legal protection. Based on the theory of active aging, this study employs literature review and normative analysis to examine the issue of digital exclusion among older adults. Findings indicate that digital difficulties faced by older adults stem from weakened social support networks and inadequate rights protection, manifested specifically as intergenerational support gaps, insufficient community services, and inadequate institutional regulations. Accordingly, this paper proposes a dual-coordinated governance system integrating social support and legal protection, enhances multi-stakeholder assistance mechanisms, improves legal frameworks regarding information accessibility, and clarifies the responsibilities and roles of governments and market entities, offering theoretical insights and policy recommendations for bridging the digital divide among older adults and advancing the realization of active aging.
