技工院校校企合作混合所有制模式研究——以路桥学院为例

Research on the Mixed-Ownership Model of School-Enterprise Cooperation in Technician Colleges—A Case Study of Luqiao College

摘要: 本研究以台州技师学院路桥学院为案例，深入探讨了技工院校校企合作混合所有制模式。针对当前实践中存在的产权界定模糊、企业参与动力不足、治理机制不畅等核心问题，文章剖析了路桥学院“三混三同三共”(资本、资源、制度混合；人才、标准、成果同享；平台、专业、基地共建)的改革模式。研究发现，该学院通过“资产评估 + 双方认定 + 专家核准”的路径明晰了产权，构建了“理事会决策下的院长负责制”的治理架构，并建立了“复合收益核算 + 风险对冲”的利益联结机制。文章认为，这一模式有效破解了多元主体合作的制度性障碍，提升了人才培养质量与产业服务能力，为同类院校深化产教融合提供了理论依据和实践参照。

Abstract: This study takes the Luqiao College of Taizhou Technician College as a case to deeply explore the mixed-ownership model of school-enterprise cooperation in technician colleges. Facing core problems in current practice such as ambiguous property rights definition, insufficient corporate participation motivation, and poor governance mechanisms, the article analyzes the reform model of “Three Mixes, Three Shares, Three Co-constructions” (mixing capital, resources, and systems; sharing talents, standards, and outcomes; co-constructing platforms, majors, and bases) at Luqiao College. The study finds that the college clarified property rights through the path of “asset evaluation + mutual recognition + expert approval,” constructed a governance structure of “president responsibility system under council decision-making,” and established an interest linkage mechanism of “composite income accounting + risk hedging.” The article believes that this model effectively breaks through the institutional obstacles of multi-subject cooperation, improves the quality of talent cultivation and industrial service capacity, and provides theoretical basis and practical reference for similar institutions to deepen industry-education integration.
