摘要: 在数字贸易全球化发展进程中，跨境电商已成为对外贸易的核心增长点，数据作为行业运营的核心生产要素，其跨境流转贯穿商品展示、订单交易、支付结算、物流通关、售后维权等全业务链条。随着全球数据管理规范化程度不断提升，各国针对跨境数据流转的规则差异、行业数据管控标准不统一、企业数据管理能力不足等问题，逐渐成为制约跨境电商行业稳健发展的重要因素。本文立足跨境电商实务运营场景，梳理数据跨境流动中的现实困境，从行业规范、企业管理、协同监管等角度探索优化路径，助力跨境电商行业实现合规化、可持续发展。

Abstract: In the process of globalizing digital trade, cross-border e-commerce has emerged as a core growth engine for foreign trade. As a fundamental factor of production in industry operations, data flows across borders every link of the business chain, including product display, order transactions, payment settlement, logistics and customs clearance, and after-sales support. With the continuous strengthening of global data management standardization, issues such as diverging rules on cross-border data flows among nations, inconsistent industry data control standards, and insufficient corporate data management capabilities are increasingly becoming significant constraints on the robust development of the cross-border e-commerce sector. Grounded in the practical operational scenarios of cross-border e-commerce, this paper examines the real-world dilemmas in cross-border data flows and explores optimization paths from the perspectives of industry norms, corporate management, and collaborative supervision, aiming to support the compliant and sustainable development of the cross-border e-commerce industry.
