公益力量赋能乡村学校体育发展的实践探索与推进路径

Practical Exploration and Advancement Pathways for Empowering Rural School Sports through Public Welfare Initiatives

摘要: 乡村学校体育长期受师资缺口突出、赛事供给不足与资源保障薄弱等结构性问题制约。本文以姚基金为案例，但仅将其作为观察体育公益组织参与乡村学校体育的切入口，而非唯一分析对象。基于资源依赖理论、新公共治理理论与协同治理理论，本文系统考察案例组织在体育支教、赛事组织、师资培训、硬件支持等方面的实践，分析其如何通过多元资源动员与政府–学校–社会合作回应乡村学校体育的结构性困境。结合当前乡村学校体育从“有”向“优”转变的需求，提出赛事供给网络化、师资支持生态化、资源下沉精准化、协同机制制度化、运营动力内生化的推进路径，并将每条路径分解为具体行动步骤，以期为体育公益组织参与学校体育质量提升提供参考。

Abstract: Rural school sports have long been constrained by structural issues such as acute teacher shortages, insufficient sports event provision, and weak resource support. Taking the Yao Foundation as a case study—serving as an entry point to observe the involvement of sports-related public welfare organizations in rural school sports rather than the sole subject of analysis—this paper systematically examines the organization’s practices in areas such as sports-focused volunteer teaching, event organization, teacher training, and hardware support. It analyzes how the organization addresses the structural dilemmas of rural school sports through the mobilization of diverse resources and a collaborative model involving government, schools, and civil society. Aligning with the current need to transition rural school sports from mere availability to high quality, the paper proposes pathways for advancement: networking event provision, creating an ecosystem for teacher support, precisely targeting resource allocation to the grassroots level, institutionalizing collaborative mechanisms, and fostering endogenous operational momentum. Each pathway is broken down into specific action steps, aiming to provide a reference for sports-related public welfare organizations seeking to contribute to the quality improvement of school sports.
