“城市双修”视角下老旧社区公园绿地更新策略研究——以济南市舜玉公园为例

A Study on Renewal Strategies for Park Green Spaces in Old Residential Communities from the Perspective of “Urban Double Repair”—A Case Study of Shunyu Park in Jinan

摘要: 在我国城市更新进入存量提质阶段的背景下，老旧社区公园绿地普遍面临生态退化、功能供需错位、文化弱化与治理薄弱等问题。本文以“城市双修”为理论视角，以济南市舜玉公园为案例，将研究对象界定为以舜玉公园本体为核心、兼及周边“公园–社区”系统。采用文献分析、公开资料分析与案例研究方法，梳理其从“拆违还绿”到“景观提升”“文化活力植入”“地下空间谋划”的渐进式更新历程，重点分析更新效果与新问题，并从生态修复、功能修补、文化赋能、治理支撑、立体开发五个维度提出更新策略。研究可为同类老旧社区公园绿地更新提供参考。

Abstract: Against the backdrop of China’s urban renewal entering a stage of stock-based quality improvement, park green spaces in old residential communities generally face problems such as ecological degradation, supply-demand mismatch in functional services, weakened cultural characteristics, and weak governance. From the theoretical perspective of “Urban Double Repair”, this study takes Shunyu Park in Jinan as a case study and defines the research object as the park itself as the core, while also considering the surrounding “park-community” system. Using literature analysis, public data analysis, and case study methods, it reviews the incremental renewal process from “demolition of illegal structures and return of land to greenery” to “landscape improvement”, “cultural vitality implantation”, and “underground space planning”. It focuses on analyzing renewal effects and newly emerging problems, and proposes renewal strategies across five dimensions: ecological restoration, functional repair, cultural empowerment, governance support, and three-dimensional development. This study can provide a reference for the renewal of park green spaces in similar old residential communities.
