农村养老服务供给的碎片化问题及其整合治理研究

A Study on the Fragmentation of Rural Elderly Care Service Provision and Its Integrated Governance

摘要: 农村养老服务供给正面临政策制度、管理主体、资源布局及服务内容等多维碎片化困境。本文基于整体性治理与参与式治理理论，构建以一站式行政聚合与嵌入式空间融合为核心的整合治理架构。针对区域禀赋差异，分类设计发达地区政企社协同、中等发育地区集体互助、欠发达地区政策保底的差异化路径。为确保架构落地，本文从推进行政协同、建立资金统筹模式、强化数字技术粘合及培育复合型人才四个维度提出策略保障，旨在推动农村养老服务从碎片化运作向协同性供给跨越，为实现高质量发展提供理论支撑。

Abstract: The provision of rural elderly care services is currently facing a multi-dimensional fragmentation dilemma involving policy systems, management entities, resource allocation, and service content. Based on the theories of holistic governance and participatory governance, this paper constructs an integrated governance framework centered on one-stop administrative integration and embedded spatial integration. In response to regional endowment disparities, differentiated pathways are proposed: government-enterprise-society collaboration in developed areas, collective mutual assistance in moderately developed areas, and policy-based minimum guarantees in underdeveloped areas. To ensure the implementation of this framework, strategic safeguards are proposed from four dimensions: advancing administrative coordination, establishing a financial integration model, strengthening the cohesive role of digital technology, and cultivating interdisciplinary talents. These measures aim to drive the transition of rural elderly care services from fragmented operations to coordinated provision, thereby providing theoretical support for high-quality development.
