乡村银发经济：发展机遇、核心挑战与提升路径

The Rural Silver Economy: Development Opportunities, Core Challenges, and Pathways for Improvement

摘要: 发展乡村银发经济对积极应对人口老龄化、全面推进乡村振兴具有重要战略意义。当前乡村银发经济面临政策红利叠加、乡村资源禀赋独特、市场需求转型升级、数字技术赋能等多重机遇，同时也面临基础设施与服务体系薄弱、专业人才供需失衡、有效市场需求激活不足、产业融合效能低下、数字鸿沟问题突出五大核心挑战。因此，论文提出应从完善基础设施与服务体系、构建全链条人才支撑体系、激活有效市场需求、深化“银发+”产业融合、推动技术与服务适老化改造五个方面构建提升路径，以助力乡村振兴与积极应对人口老龄化国家战略的协同落地。

Abstract: Developing the rural silver economy holds significant strategic importance for actively responding to population aging and comprehensively promoting rural revitalization. Currently, the rural silver economy faces multiple opportunities, including overlapping policy dividends, unique rural resource endowments, transforming market demand, and digital technology empowerment. At the same time, it also confronts five major core challenges: weak infrastructure and service systems, imbalances in the supply and demand of professional talent, insufficient activation of effective market demand, low efficiency in industrial integration, and a prominent digital divide. Therefore, this paper proposes that enhancement pathways should be constructed from five aspects: improving infrastructure and service systems, building a full-chain talent support system, activating effective market demand, deepening the “Silver+” industrial integration, and promoting age-appropriate transformation of technology and services, so as to facilitate the coordinated implementation of rural revitalization and the proactive response to population aging strategies.
