人口老龄化背景下社区嵌入式养老服务的融资困境与破解路径

Addressing Financing Challenges in Community-Embedded Elderly Care Services under Population Aging

摘要: 随着我国人口老龄化日益加剧，社区嵌入式养老服务已成为一种既具便捷性又具专业性的新型养老模式。然而，资金短缺和融资难题已经成为制约其发展的关键要素。本文在社区嵌入式养老服务的内涵特征基础上，探索了其在融资领域面临的财政投入结构失衡、社会资本参与不足、金融服务供给短缺、资金使用效率低下四个难题，并从不同维度探讨其成因。最后，本文认为需要构建政府主导、市场运作、社会参与的多元协同融资体系来解决其融资困境。

Abstract: With the accelerating aging of China’s population, community embedded elderly care services have emerged as a new model that combines convenience with professionalism. However, capital shortages and financing difficulties have become key constraints on its development. Based on the conceptual features of community embedded elderly care, this paper identifies four major financing challenges: an imbalanced structure of fiscal investment, insufficient participation of social capital, a shortage of financial service supply, and inefficient use of funds. It further explores the underlying causes from multiple dimensions. Finally, this paper argues that building a diversified and collaborative financing system—led by the government, operated by the market, and participated in by society—is essential to resolve these financing dilemmas.
