数字技术赋能社区居家养老服务的现实困境与优化路径研究

A Study on the Practical Dilemmas and Optimization Paths of Digital Technology Empowering Community-Based Home Care Services

摘要: 在人口老龄化程度不断加深的背景下，社区居家养老服务已成为我国养老服务体系的重要组成部分。数字技术的应用为提升社区居家养老服务效率、优化资源配置和满足老年人多样化需求提供了新的路径。本文围绕数字技术赋能社区居家养老服务展开研究，分析其在提升服务精准化、促进资源整合和改善老年人生活质量方面的现实意义，并指出当前仍存在数字养老平台建设碎片化、老年群体数字素养不足、线上平台与线下服务衔接不畅等困境。进一步分析发现，多元主体协同不足、老年人数字融入支持不够以及基层服务能力有限，是制约数字技术赋能效果的重要原因。基于此，本文提出应加强统筹协调、推进适老化改造、强化线上线下协同，以推动社区居家养老服务高质量发展。

Abstract: Against the backdrop of deepening population aging, community-based home care services have become an important component of China’s elderly care service system. The application of digital technologies provides new pathways for improving the efficiency of community-based home care services, optimizing resource allocation, and meeting the diverse needs of older adults. This paper focuses on the empowerment of community-based home care services by digital technologies. It analyzes the practical significance of digital technologies in improving service precision, promoting resource integration, and enhancing the quality of life of older adults. It also points out that several challenges remain, including fragmented construction of digital elderly care platforms, insufficient digital literacy among older adults, and poor coordination between online platforms and offline services. Further analysis shows that inadequate collaboration among multiple stakeholders, insufficient support for older adults’ digital inclusion, and limited grassroots service capacity are important factors constraining the empowering effect of digital technologies. Based on this, this paper proposes strengthening overall coordination, promoting age-friendly digital transformation, and enhancing online-offline collaboration, so as to promote the high-quality development of community-based home care services.
