低龄老年志愿者社区服务参与意愿弱化的成因与优化策略研究——以杭州市临平区D街道为例

Research on the Causes and Optimization Strategies of Weakening Participation Will of Young Elderly Volunteers in Community Services—Taking the D Street in Linping District of Hangzhou City as an Example

摘要: 在积极老龄化与老有所为政策背景下，低龄老人是社区志愿服务核心力量，但其参与意愿弱化问题突出。本文以杭州市临平区的D街为研究对象，基于积极老龄理论，通过问卷调查和半结构化访谈开展研究。研究发现，该地区低龄老年人志愿服务存在参与结构固化，多元参与度不足；服务供给粗放，专业化精准度不足；激励机制单一，队伍持续性不足；运维保障薄弱，数字化适配滞后。基于此，从拓展多元化招募渠道、精准匹配专业服务、建立时间银行的长效机制、提升面向老年人的数字化与安全保障等方面，提出了四条优化路径，为激活低龄老年人人力资源、完善基层老年人志愿服务体系提供实践参考。

Abstract: Under the background of the policies of active aging and the realization of the goal of “doing something in old age”, low-aged elderly people are the core force of community volunteer services. However, the problem of weakened willingness to participate is particularly prominent among them. This paper takes Street D in Linping District of Hangzhou as the research object. Based on the theory of active aging, the research was conducted through questionnaire surveys and semi-structured interviews. The study found that the volunteer services of low-aged elderly people in this area have problems such as fixed participation structure, insufficient multi-party participation; insufficient service supply, and insufficient professional accuracy; single incentive mechanism, and insufficient sustainability of the team; weak operation and maintenance guarantee, and lagging digital adaptation. Based on this, four optimization paths were proposed, including expanding diversified recruitment channels, precisely matching professional services, establishing a long-term mechanism for time banks, and enhancing digital and security guarantees for the elderly. These provide practical references for activating the human resources of low-aged elderly people and improving the grassroots elderly volunteer service system.
