困境儿童服务中专业社工与儿童主任之间协同关系的研究

A Study on the Collaborative Relationship between Professional Social Workers and Child Welfare Directors in Services for Children in Difficult Circumstances

摘要: 儿童主任制度的建立与专业社会工作力量的介入，是我国困境儿童关爱保护服务的两大重要角色，二者本应形成功能互补的协同格局，但实践中仍存在诸多障碍。本文以协同理论为分析框架，以H市Y区为观察对象，基于Y机构在困境儿童服务项目中的实务经验与反思，系统分析了专业社工与儿童主任在协同方面的现实困境。研究发现，双方互动存在制度化程度低、角色定位与目标指向存在偏差、专业能力素养不均衡等问题，制约了协同效应的有效发挥。针对上述困境，本文从完善互动机制、强化目标共识与服务延续性、推动能力共建三个维度提出优化策略，为提升基层儿童保护体系的协同效能提供参考。

Abstract: The establishment of the child welfare director system and the involvement of professional social work forces constitute two important actors in China’s care and protection services for children in difficult circumstances. They are expected to form a collaborative pattern with complementary functions, yet many obstacles remain in practice. Using collaborative theory as the analytical framework, and District Y of City H as the observation site, and based on Agency Y’s practice experience and reflections in a project serving children in difficult circumstances, this paper systematically analyzes the practical dilemmas in collaboration between professional social workers and child welfare directors. The study finds that their interaction suffers from problems such as a low degree of institutionalization, deviations in role positioning and goal orientation, and uneven professional competence and literacy, which constrain the effective realization of synergistic effects. To address these dilemmas, this paper proposes optimization strategies from three dimensions: improving interaction mechanisms, strengthening goal consensus and service continuity, and promoting joint capacity building, so as to provide a reference for enhancing the collaborative effectiveness of the grassroots child protection system.
