新公共服务理论视角下突发公共事件应急物资保障体系研究

Research on the Emergency Material Support System for Public Emergencies from the Perspective of New Public Service Theory

摘要: 突发公共事件发生时，应急物资保障是应对突发事件，减少生命及财产损失的核心环节。新公共服务理论以“公民导向、多元协同、责任回应”为核心，为破解传统应急物资保障中政府主导过强、供需脱节、协同低效等困境提供了可供参考的理论框架。本文基于新公共服务核心内涵，结合应急物资保障的时效性、公益性、复杂性特征，剖析当前应急物资管理体系中存在的公民需求回应不足、多元主体协同不畅、服务效能短板突出等问题，从理念重塑、主体协同、机制优化、技术赋能、责任监督五个维度出发，构建与新公共服务理念相匹配的应急物资保障体系，为提升突发公共事件防控能力、推进应急治理现代化提供建议。

Abstract: In the event of public emergencies, emergency material support serves as a core link in responding to such incidents and reducing losses of lives and property. Centered on “citizen orientation, multi-stakeholder collaboration, and accountability responsiveness”, the New Public Service Theory provides a referable theoretical framework to tackle the dilemmas in the traditional emergency material support system, including excessive government dominance, disconnection between supply and demand, and inefficient coordination. Based on the core connotation of the New Public Service and combined with the timeliness, public welfare and complexity of emergency material support, this paper analyzes the prevailing problems in the current emergency material management system, such as inadequate response to citizens’ demands, poor coordination among multiple entities and prominent deficiencies in service efficiency. From five dimensions including concept reshaping, multi-agent collaboration, mechanism optimization, technology empowerment and accountability supervision, it constructs an emergency material support system consistent with the philosophy of the New Public Service, so as to offer suggestions for improving the capacity to prevent and control public emergencies and advancing the modernization of emergency governance.
