公益性物业服务模式赋能上海老旧小区社区治理研究

Research on the Empowerment of Public Welfare Property Service Model to Community Governance in Old Residential Communities in Shanghai

摘要: 文章聚焦上海老旧小区治理难题，探讨公益性物业服务社模式的嵌入逻辑，指出当前上海老旧小区面临资源匮乏、居民利益诉求多样、治理主体缺位等困境，进而提出盘活存量资源、拓宽民主协商渠道、优化多元协同治理架构等实践路径，为完善以人为本的老旧小区治理提供实践参考。

Abstract: Focusing on the governance challenges of old residential communities in Shanghai, this paper explores the embedding logic of the public welfare property service community model. It points out that old residential communities in Shanghai are currently confronted with difficulties such as insufficient resources, diverse residents’ interests and demands, and absent governance subjects. On this basis, practical approaches including revitalizing existing resources, broadening channels for democratic consultation and optimizing the multi-dimensional collaborative governance framework are proposed, so as to offer practical references for improving people-oriented old residential community governance.
