摘要: 高标准农田建设规划是项目管理中的重要一环，既要结合新农村建设，又要照顾到项目区各家各户；既要贴近政府行为，又要贴近项目区群众；既要科学合理，也要尊重项目区群众意愿。因此深入调研、多方听取意见和建议，科学合理、因地制宜地搞好规划设计，是新时期做好高标准农田建设工作的关键点。

Abstract: Well-facilitated farmland construction planning is an important part of project management. It is necessary to combine the construction of new rural areas and take care of each household in the project area. It is necessary to be close to the government's actions and close to the people in the project area; it must be scientific and reasonable. We must also respect the wishes of the people in the project area. Therefore, conducting indepth investigations, and listening to opinions and suggestions from multiple parties, scientifically and rationally planning and designing according to local conditions are key points for doing a good job in the construction of well-facilitated farmland in the new period.
