湖南城乡及城市内部“双二元”结构的问题与对策思考

Discussion on Problems of “Double Dual” Structure in Urban-Rural Areas and Internal City in Hunan Province

摘要: 湖南省面临着城乡之间以及城市内部两个二元结构问题。本文对湖南“双二元”结构的主要表现及其原因进行了深入剖析，主要结论：城乡之间二元结构的外在表现包括城乡居民收入差距过大、城乡居民消费水平悬殊、城乡基础设施建设不平衡以及城乡教育水平差距大等，主要原因是长期的户籍制度、产业结构；而城市内部二元结构的外在表现包括棚户区的存在、城市整体市容市貌受影响以及留守儿童问题等，其原因集中于农民工难以融入城市、城市不断拓展忽视了旧城改造。最后提出了破除湖南省“双二元”结构的相关对策建议。

Abstract: Hunan province is faced with double dual structural problems in urban-rural areas and internal city. This paper analyzes the main performance and its reason of the double dual structure. It is found that the external performance of the dual structure between urban and rural areas includes the large income gap between urban and rural residents, the disparity in urban and rural residents’ consumption level, the imbalance of urban and rural infrastructure construction and the large gap between urban and rural education level, and that the dual structure in the internal city focuses on the existence of shanty towns, the influence of the overall city appearance and the problems of left behind children. Finally, some relevant countermeasures and suggestions are put forward to eliminate the “double dual” structure in Hunan province.
