市级防汛抗旱会商指挥及应急处置系统设计与建设
Design and Construction of Municipal Flood Control and Drought Relief Conference Command System
摘要:
针对市级防办在防汛抗旱过程中遇到的系统多、数据散、信息乱、联系慢、指挥难等问题,开发了一套符合市级的防汛会商指挥及应急处置辅助支持系统。主要成果包括:1) 建立了一个整合水利、水文、国土、气象等数据及业务系统的综合性平台,能够解决信息资源分散的问题,提高了数据利用率。2) 建立了一套防汛抗旱决策支持体系及会商指挥平台,为防汛会商提供相应的信息服务,实现基于各部门信息整合的信息化会商,实现了防汛抗旱会商系统的信息展示。3) 建立了一套完善的应急响应机制,确定防汛应急响应各单位的关系以及处置措施。
Abstract:
In this paper, in response to the problems encountered by the municipal defense office in the flood control and drought relief process, the system has developed a set of municipal-level flood prevention conference command and emergency response support system. The main achievements are as follows: 1) a comprehensive platform has been established integrating data and business systems such as water conservancy, hydrology, national land and meteorology. It can solve the problem of scattered information resources and improve the utilization of data. 2) A set of flood prevention decision support system and conference communication platform have been established, which provided corresponding information services for flood prevention conferences, realized consultation based on information integration of various departments, and information display of flood prevention and drought relief consultation system. 3) A sound emergency response mechanism has been established to determine the relationship between the units in the emergency response and the disposal measures.
