湖北省生产建设项目水土保持“天地一体化”监管探索及探讨
Discussion on Supervision of Soil and Water Conservation “Space-Earth Integration” in Production and Construction Projects in Hubei Province
摘要: 加强生产建设项目水土保持监管是水行政主管部门的重要工作。根据水利部要求,各地要加快推进生产建设项目的“天地一体化”监管。2017年湖北省选择6个行政县开展生产建设项目水土保持“天地一体化”监管探索,通过资料收集、防治责任范围上图、解译标志建立、扰动图斑遥感解译与动态更新、合规性分析、现场复核与调查结果修正等程序对2011年~2016年生产建设项目情况进行了掌握。本文对湖北省2017年“天地一体化”监管的具体流程和存在问题进行了分析,并提出相关建议。
Abstract:
Strengthening the supervision of soil and water conservation in production and construction pro-jects is an important task of the water administrative department. According to the requirements of the Ministry of Water Resources, all localities should speed up the supervision of “Space-Earth Integration” in production and construction projects. In 2017, Hubei Province selected six admin-istrative counties to carry out supervision and exploration of “Space-Earth Integration” for water and soil conservation in production and construction projects. Through data collection, prevention and control of the scope of responsibility, the establishment of interpretation marks, disturbance map remote sensing interpretation and dynamic update, compliance, the procedures of sex analysis, on-site review and correction of survey results have mastered the production and construction projects in 2011-2016. This paper analyzes the specific process and existing problems of the “Space-Earth Integration” in Hubei Province in 2017, and puts forward relevant suggestions.
