长期护理保险中的政府责任：经验借鉴、面临困境与未来选择

Government Responsibility in Long-Term Care Insurance: Experience, Difficulties and Future Choices

摘要: 当下，我国家庭照护功能不断弱化，但护理需求却飞速上涨，借鉴他国经验建立长期护理保险制度势在必行。在这一过程中，政府责任体现在制度的顶层设计以及具体实施的方方面面，发挥关键作用。本文首先介绍了同属东亚福利模式的日本、韩国的先进经验，接着分析了我国在制度试点中面临的困境，进而探索政府在建设适合我国国情的长期护理保险制度时应承担何种责任。

Abstract: At present, China’s family care function is weakening, but the demand for nursing is rising rapidly. It is imperative to establish a long-term care insurance system based on the experience of other countries. In this process, government responsibility plays a key role in the top-level design of the system and in all aspects of its implementation. This paper first introduces the advanced experi-ence of Japan and South Korea, which belongs to the East Asian welfare model, then analyzes the difficulties faced by China in the system pilot, and then explores the responsibility of the govern-ment in building a long-term care insurance system suitable for China’s national conditions.
