杭州“错峰限行”政策分析

Analysis of the Policy of “Peak Shifting the Limit Line” in Hangzhou

摘要: 随着杭州社会经济的高速发展以及城市化进程的加快，交通拥堵所带来的压力日趋明显，成为杭州可持续发展中面临的一大挑战。杭州市政府为了有效缓解交通拥堵所带来的问题以及减小城市的交通负荷，于2011年出台了“错峰限行”的措施并予以施行。并且根据道路情况变化对该政策进行调整。在政策出台的同时，还需要完善与政策有关的措施以保障政策实施的效果。

Abstract: In Hangzhou, with the rapid development of social economy and urbanization, the pressure brought by traffic congestion is becoming more and more obvious, which has become a major challenge in the sustainable development of Hangzhou. In order to effectively alleviate the prob-lems caused by traffic congestion and reduce the traffic load in Hangzhou, the government intro-duced the measures of “Peak Shifting the Limit Line” in 2011 and implemented them, and adjusted the policy according to the change of road conditions. At the same time, we need to improve the relevant measures to ensure the effectiveness of policy implementation.
