不成套公有住房出售现状及对策研究
Research on the Sell Situation of Incomplete Public Housing and the Countermeasures
摘要: 自1998年全国住房制度改革以来,我国公有住房商品化进程一直稳步推进。随着国家和各地方政府不断完善出台相关规定和政策,我国可售公有住房已完成了大部分的房改工作。但不容忽视的是,仍有相当数量的不可售公有住房难以得到妥善解决,其中大部分为不成套公有住房。本文就不成套公有住房产生的背景、难以处理的原因以及如何解决不成套公有住房出售问题进行了一定的总结、分析和思考,并提出了多角度的解决对策。
Abstract:
Since the national housing system reform in 1998, the process of public housing commercialization has been advancing steadily in China. With the continuous improvement of relevant regulations and policies issued by the state and local governments, China’s saleable public housing has completed most of the housing reform work. It should be noted considerably public housing that cannot be sold fails to be properly processed, and most of them are incomplete public housing. This paper summarizes, analyzes and thinks about the background, causes and ways of solving the problem of selling incomplete public housing, and proposes countermeasures from many perspectives.
