公有住房商品化转型制约因素研究
Research on Restricting Factors of Public Housing Commercialization
摘要: 公有住房是我国特殊体制下遗留的产物,是一种带有福利性质的住房。1998年住房制度改革以后,公有住房供给制度彻底退出历史舞台,但是公有住房的房屋实体和历史遗留问题依然存在。目前尚未处理的遗留公有住房成为拥有公有住房所有权的政府及国有企业和事业单位亟待解决的难题,公有住房商品化转型迫在眉睫。因此,本文系统分析了公有住房商品化转型过程中出现的制约因素及其成因,并提出有针对性的解决对策,为政府部门制定公有住房制度改革政策提供决策依据。
Abstract:
Public housing is a legacy of the special system of China, and it is a kind of housing with welfare nature. After the housing system reform in 1998, the public housing supply system completely withdrew from the stage of history. However, the physical and historical legacy of public housing still remains. At present, the remaining public housing, which hasn’t been disposed, has become an urgent problem for the government, state-owned enterprises and public institutions with the ownership of public housing, so public housing commercialization is imminent. Therefore, the paper systematically analyzes the restricting factors and the causes in the transformation process of public housing commercialization, puts forward targeted countermeasures, and provides deci-sion-making basis for government departments to formulate public housing system reform policies.
