摘要: 大型灌区可以提供较高的灌溉保证率和抵御自然灾害的能力，对保证粮食安全具有重要意义。作者调查了哈尔滨市阿什河流域大型灌区管理现状、存在的问题，并对下一步发展提出了建议。
Abstract: Large-scale irrigation area can provide higher irrigation guarantee rate and the ability to resist natural disasters, which is of great significance to ensure food security. The author investigates the current situation and the management problems of large-scale irrigation districts in Ashihe River Basin of Harbin City, and puts forward suggestions for further development.
