北京市保障性住房体系改革思路探析

Research on Beijing Affordable Housing Sys-tem Reform

摘要: 住房保障工程是我国保障和改善民生采取的重大举措。近年来，北京市高度重视保障性住房建设，住房保障政策体系框架不断完善，建设规模持续增长，准入审核机制进一步优化。但是，尚存在一些不足之处，包括住房保障立法仍不完善，供需结构尚不平衡，筹建工作有待优化，资金支持不足，棚户区改造压力较大等。北京市应加快推进住房保障立法，科学平衡保障性住房供需结构，推进货币化保障工作，建立健全保障住房的资金支持体系，加快棚户区改造，全面实现“应保尽保”。

Abstract: Housing security project is a major measure to ensure and improve people’s livelihood. In recent years, Beijing attaches great importance to the construction of affordable housing, improves hous-ing security policy system, increases the scale of construction, and further optimizes the access mechanism. However, there are still some deficiencies. The housing security legislation is still not perfect. The structure of supply and demand is not balanced. The construction work to be optimized. Fund to support shantytowns is insufficient. Shantytowns transformation is difficult. Beijing should be to accelerate the legislation of housing security, balance the supply and demand structure of protection housing, promote monetization guarantee work, establish a sound financial support sys-tem for housing protection, speed up the transformation of shantytowns, and realize the full protection.
