黎川县山洪灾害防治示范县建设经验探讨

Discussion on Construction Experience of Demonstration County for Mountain Flood Disaster Prevention and Control in Lichuan County

摘要: 近年来，全国每年因山洪灾害所造成的人员伤亡和社会经济损失居高不下，为了保障山丘区人民生命财产安全，中央和各地持续多年开展了山洪灾害防治相关工作，因地制宜地提出了防治山洪灾害的对策措施。黎川县作为江西省山洪灾害防治示范县，在新时期水利改革发展总基调“强监管、补短板”的背景下，开展了大量的工作并取得了一些有益的经验。本文对黎川县示范县的建设经验进行探讨，为后期江西省乃至全国山洪灾害防治工作提供参考和借鉴。

Abstract: In recent years, the casualties and economic losses caused by mountain torrents have remained high every year in China. In order to ensure the safety of people’s lives and property in mountain areas, the governments have carried out the related work of preventing and controlling mountain torrents for several years, and put forward countermeasures to prevent and control mountain torrents according to local conditions. Lichuan County, as a demonstration county of mountain torrent disaster prevention and control in Jiangxi Province, has carried out a lot of work and gained some useful experience under the background of the general keynote of water resources reform and development in the new era of “strengthening supervision and making up for shortcomings”. In this paper, the construction experience of Lichuan demonstration county is discussed, which can provide reference for the prevention and control of mountain torrents in Jiangxi Province and even the whole country in the later period.
