舆论监督视角下探析执法规范化

The Application and Improvement of Standardized Law Enforcement under the Supervision of Public Opinion

摘要: 网络多媒体时代，随着舆论监督的不断深入，对行政执法的要求越来越高。当舆论监督直接影响规范化执法的公信力，引发社会公众对公权力机关的信任危机，当行政机关的执法行为受到舆论监督的冲击，如何处理好公权力与舆论监督之间的矛盾冲突成为亟待解决的问题。厘清舆论监督的边界，探讨执法规范化与舆论监督的关系，更好规范执法行为，使舆论监督与规范化执法之间形成良性互促。

Abstract: In the era of network multimedia, when the supervision of public opinion directly affects the credibility of law enforcement standardization, causes the crisis of public trust in the public power organs, when the law enforcement behavior of the administrative organs is affected by the super-vision of public opinion, how to deal with the conflict between public power and public opinion becomes an urgent problem to be solved. By analyzing the relationship between administrative supervision and law enforcement, this paper clarifies the boundary of public opinion supervision, explores the relationship between law enforcement standardization and public opinion supervision, better standardizes law enforcement behavior, promotes transparency, standardization, legality, justice, respect and protection of human rights, and makes the supervision of public opinion and lawful law enforcement form a benign mutual promotion.
