世界遗产中的水利工程保护与管理的国际比较及启示
International Comparison and Enlightenment on the Conservation and Management of Water Conservancy Projects in World Heritage Sites

摘要: 截止至2019年7月10日，世界遗产总数达1121项。经统计，其中属于水利工程的共有15项，分布在12个国家。我国自1985年加入《世界遗产公约》，截止到2019年，已有55项遗产被联合国教科文组织世界遗产委员会列入《世界遗产名录》。其中，我国属于水利工程的世界遗产主要为都江堰灌溉系统和大运河。本文聚焦于被列入世界遗产名录的15项水利工程，列举了国外对于世界遗产中的水利工程成功的保护经验，通过借鉴相关经验弥补我国在立法、管理体制、技术手段等方面的不足，并推进我国对于世界遗产中的水利工程的保护的进程。
Abstract: As of July 10, 2019, there are 1121 World Heritage Sites in total. According to statistics, there are 15 water conservancy projects in 12 countries. China has joined the world heritage convention since 1985. By 2019, 55 sites have been listed in the World Heritage List by the UNESCO World Heritage Committee. Among them, Dujiangyan irrigation system and grand canal are the World Heritage of water conservancy projects in China. This paper focuses on 15 water conservancy projects listed in the World Heritage List, enumerates the successful protection experience of foreign countries for the water conservancy projects in the World Heritage. The paper makes up for the deficiencies in legislation, management system, technical means and other aspects of China by drawing on the relevant experience, and promotes the protection process of water conservancy projects in the World Heritage in China.
